Maybe version of badge for nurses who went to R-J war? Here you have photo of first such group from Mariinsky commune.

This badge was worn on a round rosette of a white moire. The right to wear the badge was given to the nurses, who served in the commune no less than 5 years. But why St.George ribbon?!
