I NIB 09 -- Unknown Mongolian-Soviet Friendship Badge

Have no idea what the letters on the surrounding stars represent or even where the 'break' the word/abbreviation.

Starting at the bottom left and going clockwise it reads 'Oktyabr' (October). But what is on the bottom right, an 'S'?

Ah, of course, it's the last character of 'ОКТЯБРЬ', the 'Ь', which isn't pronounced, which is why I forgot it. :rolleyes:
