It appears to be a early 1870-1951 variation with a gold center. Probably awarded for the Franco- Prussian war or early WW1 (1914-15). I have a Belgium order with small leaves on it, most missing part or all of the enamel. I left it alone, just happy that I have one. As for a ribbon, check the OMSA Ribbon Bank.
