The Soviet style motif of a shield with upright sword suggests either State Security or something to do with Ministry of the Interior-- police forces of some type.

I think Lukasz will be glad to see that the ribbon for the 2nd Class here.

Still not much information on this Order, seems to be awarded for Police merit.

Here is the 2nd Class.

Additional information, although how reliable i'm not sure.

This Order was awarded for Police Bravery.

In 1989 this Order all but dissapeared from the awards list after the promoter of these Orders, General Arnaldo T. Ochoa S?nchez was executed.

Also the obverse picture Michel posted seems to have gone missing so here they are reposted.
