Typical impregnated fabric (very similar, but thicker, to the kind of backing you can find on officer collar tabs. On KM caps it is usually white, or as here, black. Original issue KM caps rarely have the card stiffeners found in Army/Luft hats.

The material used is more important than the colour. Card is more suspect as this was not used often on original issue caps but almost always on postwar issue caps.
