Soviet Sergeant of the Mysterious Tank Troops, 1936?

This photo is in a 1936 edition "Ready for Civil Defense" badge award booklet.

With the original the size of a large postage stamp, and no unit filled in with his name, this is as "good" as the image gets:

I swear that is a WW1 English-type crawler tank (bulge in the middle of the side for the gun) on a gear wheel.

NOT the M1924 tank corps insignia. NOT the M1936 tank corps insignia. So... what IS it???????????????
