    Clerical Cross?

The reverse is the same. Maybe it is Austria?

I've never seen a Russian cross in this type of configuration. Usually, crosses from Orthodox Russia are of the pattern with the tilting scales on the base

This looks more like a malteese cross--I've never seen an Russian Orthodox cross in this style. Still really neat looking.

The design is reminiscent of a "Jerusalm Cross". If you google that with the quotes you'll find a lot of references and images for comparison. No idea what this particular item is, though. I once shared a very old ring that has that basic design in one of the sub-forums.

Are the red arms some sort of glass/crystal/stone or enamel?

I agree that crown is EITHER Russiaan or Austrian.

But the metal appears to be ? brass rather than the sort of hallmarked silver/gold/gilt that a "high end" piece might be expected to have.
