These seem to indicate that Lieutenant Colonel Vladimir Valentinovich Zhukov was himself a Cosmonaut. Maybe he was the base kitchen's commissar ... but these "Federation of Cosmonauts of the USSR" issuing authorities (actual signatures, or stamps?
