JBFloyd
Sounds like the Jerusalem Cross for Pilgrims (a cross with smaller crosses between the arms), which came in bronze, silver and gilt. They were "issued" for contributions to the maintenance of sites in the Holy Land.

saschaw
By coincidence a four place frack bar? That is not a Jerusalem but a "Pro Ecclessia Et Pontifice" merit cross. I assume he was some clerical, especially with those non-combattant WWI awards. Very nice bar and uncommon combination.
Ulsterman
I would be VERY interested in seeing this. I spent a good chunk of time last year going through the Catholic Encyclicals from 1880-1920 looking at medal awards.
