The cavalier, could have the medal with temporary citation, and in 1949 it was relapsed by the booklet, that's why it's the same handwriting. One thing is, it doesn't say when it starts, the field 'started from' is not filled in. But in most cases it happens cos of lack of info. It is uncommon that the wartime MMM comes after the later Red Star, but it is indeed possible that the recipient had a temporary certificate, and when he was awarded a Red Star in 1949 the MMM was also entered into the booklet.
