The numbers look like they were written in the orders book by the same hand/pen. Is this OK?

Nice group, document looks like genuine. The cavalier, could have the medal with temporary citation, and in 1949 it was relapsed by the booklet, that's why it's the same handwriting. One thing is, it doesn't say when it starts, the field 'started from' is not filled in. But in most cases it happens cos of lack of info.

The star is from range of that years 1947-1949

I too think that the booklet is good. It is uncommon that the wartime MMM comes after the later Red Star, but it is indeed possible that the recipient had a temporary certificate, and when he was awarded a Red Star in 1949 the MMM was also entered into the booklet.
