Chris, Based amongst other things on the paper and the script, I believe it is. Moreover, it would be a pretty stupid move for a seller who had the tunic altered not to remove a piece of paper describing the alteration. Everything is possible of course, including a seller using Sütterlin. But all in all, I'm pretty confident the note is period.
