Soviet from what period is this NCO belt?

I have this belt here and I would like to know from what period it is from. I know it should be NCO belt, from war period or straight after but I am not sure. Does anyone can determinate the period - war or post war period. No maker marks not so ever (under the buckle or other side.

Also how common this kind a belt is?

It looks like an officers' belt to me. All it needs is the cross strap. It looks to be early postwar to me. Can anyone else chime in on this?
