King George VI Coronation Medal to foreigners?

What conditions would result an award of a King George VI Coronation Medal to a non-UK subject/national? Is there a 'consultable' list of foreigners who received such medals? GMIC, literature {e.g. Cole} and general internet search to date yields no information. Thanks in advance for guidance!

Foreign dignitaries present at the coronation would have certainly received one. If there is a list of those present at the coronation that should give you the answer.

The Crown Princess Juliana and Prince Bernhard of the Netherlands as guests at the Coronation of King George VI (Royal Albert Hall 13th May 1937).

Both are wearing the GeoVI Coronation Medal.
