On April 12 1918 the ship name was changed to "Yakov Sverdlov".

It remained in the ranks until 1925 ...

The text on it is hard to make out. But looks to be Afghan or possibly Iranian: something "30 years" or 20 years.

My best guess is still Afghanistan, although it's not in the Tammann catalogue. I don't think this contained everything ever existing...
