A most impressive gentleman! I am interested by his hat, court sword and collar insignia. Any guesses as to his title or rank? (Even if I can find something similar in one of my reference books, it will certainly be explained in formal, lawyerly Russian words that I'll be clueless to translate.)

Those were obviously the days to be a customs officer!

All of the Russian customs agents that I've seen in person were in very nondescript, rumpled uniforms that they may have slept in. They certainly weren't bearing swords!
