Two things always strike me about Soviet personnel files of this period: 1) they are much "hairier" than American military personnel were (check out those sideburns!!!!), and 2) here's a senior officer in a vital branch of service, 20+ years in and NO merit award at all! "Excellent of measurement technique of weights and measures department of USSR" “Отличник измерительной техники госслужбы мер и весов СССР" Established on April 22, 1945 by CHK CCCP (СНК, a.k.a. Совнарком) - Council of People's Commissars of USSR) order # 829. Was established in commemoration of 100 years jubilee of Board of Weights and Measures. Earlier badges had number engraved on the upper part оf reverse, later - at the bottom of reverse.
