I believe this one was introduced by MVD USSR order # 612 from 18.08.65 " ...Эмблема на головных уборах Круглая выпуклая розетка из белого металла... Внутри розетки накладная звездочка из красной эмали с двумя скрещивающимися винтовками, края звездочек и винтовки - из желтого металла..." It was in use until 1978.
