Netherlands Uncertain Dutch Sporting proficiency? Medal

Dear all,

I have been asked about this Dutch Medal which in many ways has similar obverse to the 1959 NSF proficiency medal. Is this an earlier incarnation of the NSF award.

I saw this in the book "Onderscheidingen" Bussum 1985,

Paul's medal looks like the medal on attached page. The difference is Paul's medal doesn't show the words " voor alzijdige vaardigheid"
