I have seen photos of this before Chris, in ww2/Reichswehr reference. A protective over jacket affair used often on ranges and weapon handling to protect the normal jacket? I may even have a picture somewhere but don't hold your breath. The distinguished looking bloke with the bino's and shooting lanyard, possibly an instructor?

They wear the so-called "Brustschutz" (breast-protector?). It was used during manouevres to protect the tunic from dirt and damages
