Soldier in uniform pic - help

I would have posted this photograph in the appropriate forum section but I can't determine which country he was with. I figured the best place to post it was here so that everyone can see it. I am trying to determine what country he was with and the time period. The collar patches do not look American. The first ribbon on the bar looks like a 1939 EK2. Any help is appreciated.

I'm leaning towards a Baltic state based on the shoulder thingy, ribbons and collars...

If it is of any help, I can tell you that is is not Dutch, Belgian, French....

I'm with Frank; possibly Baltic - I thought Finland in my first glance. So, the EK2 would fit. Then I thought... Czech...but the EK2 wouldn't fit.

I'm really unsure as to the ribbon being for an EK2... The photo really has a 1920s to 1930s look to it IMHO?

The buttons look to have a device on them. Perhaps there lies the answer? I cant make anything out though myself. Is it any clearer in the hand?

_{Looks like he is wearing the ribbons of the medal 2nd class of the Order of the Cross of Liberty (wartime) and the Winter War Commemorative Medal. Try google for more information and pictures of these medals.}

Further to what Kvart has written, I am seeing similarities between what your man is wearing and the Finnish M36 tunic, as illustrated in the attached photos
