From what little information in English is floating around on the interweb, these have been described as penal battalion buckles, but I’ve seen several photos showing this plain Soviet buckle being worn by various terrorist forces in South Africa (Bush War). The steel example shown here came by way of Serbia. Anyone have other information on these plain buckles and their issuance? Thanks!
