unknown headwear/service

Hi all, spotted this on ebay and was thinking of having a pop at it, however, not seen the insignia on his cap before or recognize the service branch, the cockade, ok but why the eagle instead of the second cockade, any help as usual appreciated

it looks like a Schwedt-Adler to me, although I think this was more common in WW2

Hello, Kaiserbunker shows a pic of a 1910 peaked cap of the schwedter Dragoner with the Adler between the two cockades.but the waffenrock of the Unteroffizier in the pic is an Infantry one
