According to Michael Autengruber (see here), it actually is the Ehrenkreuz der "Vereinigten drei Oldenburgischen Kammern" Industrie- und Handelskammer, Handwerkskammer und Landwirtschaftskammer. So, the Chamber of Commerce and Industry, the Chamber of Crafts and the Chamber of Agriculture had one joint award!
