I believe that there were more than 3 winners with 3 bars for the 2nd class silver medal Don't know the numbers however. 3 bars were the max you could wear on the medal ribbon. I think there were 3 awarded to the Honvéd part of the Austro-Hungarian army (not sure if they were awarded during Franz Joseph's reign or Karl's or a combination of both).
