Is that a Russian army epaulette? What unit? or rather the Bulgarian army?

The cypher is for

Prussia: Grenadier-Regiment König Friedrich Wilhelm IV (1. Pommersches) Nr. 2

Thank you, but it turns out that it is the epaulet of a Russian army officer from the First World War, Grenadier Regiment No. 3 Pernovsky Grenadier Regiment) named after Frederick William IV ....

Yes, they obviously adopted the cipher of the German regiment.

One little remark: this shoulder board (of a colonel) was used prior to WWI. In 1914 for obvious reasons the regiment lost the patron and the cypher was replaced by Russian "П" (P).
