The star bears the cypher of King Albert I who reigned between 1909 and 1934.

Appear to be hallmarks on ring that may indicate manufacturer and metal content.  Could you enlarge them?

Unfortunately no hallmarks at all.

This is the 2nd version of the Service star, instituted 28 November 1910. So most likely it was not awarded until 1911 onwards.
