Maybe he never applied for the HC. It wasn't that important of an award and he might have been trying to just forget about the war.

The reverse. Unforunately moths have feasted on the backing. Still I love these bars with multiple bravery awards from the guys that did the "real" fighting. Enlisted guys rule!
