As far as I understand they wrote about chinese made badges (central medallions) for the european made breast stars No? Maybe this is because so called "London legation medal" is not only about "London" (if you are referring to this one ) but general medal that were used also in St.Peterburg, London. Medal from Envoy of the Great Empire of Qin
