A while ago, while surfing on the net I came upon the page below with several photos taken on the border. Some uniforms are visible. And one of the photos is a close-up of a ribbon bar (for those interested).

First row: Order of KPA Foundation 60 Anniversary, Order of National Flag 2cl, Order of Red Banner of 3 Great Revolution

Second row: Order of Military Service 2cl, Order of National Flag 3cl, Order of Military Service 3cl

Third row: Order of Soldier Honor 2cl, Medal of Fatherland Liberation War, Medal of Military Merit

North Korea ribbon bar was often wore at the wearer's wish, not according to the regulation. This is a perfect evidence.

Generally speaking, order of KPA foundation is a memorial order, it ought to be lower than national flag, even soldier honor. And red banner of 3 great revolution is also low in hierachy of NK orders.
