I have a vague recollection of a story about him getting it from one of his older brothers, or a veteran colleague, I just can't remember. They eyes are filled in and the back is totally flat, which seems different than all the other photos posted here. But the pin mount looks totally custom. Is this some late lousy reproduction of a badge, or something else? And, the back...
