Two badges on eBay right now, one damaged, but with a complete 1980's priviledge document set @ $400 and a loose one, no docs but in near perfect condition @ $499.00

This seems really high to me for these pieces??

I agree, just take a look at this set including that decoration. It was sold 6 months ago on one Serbian ebay-like site for similar price (little less that 500$)... Sellers on ebay are also from ex-Yugoslavia countries...
