Yes, a nice double award of the Order of the Red Banner of Military Valor. It looks like his second award was wiithout the "2", but this was pretty common.

Aviation Colonel General V.A. Sudets (promoted to rank as such in March 1944). He would later be promoted to Marshal of Aviation in March 1955.
