I still say Luftwaffe because I think the a Luft guy would used a Heer tunic because he did not have a tropical tunic vs. a Heer guy removing all but the tabs.

Thank you. Luftwaffe was my quess as well. I find original photos of uniforms with mix-match insignia facinating! I remember seeing an SS tunic with a Heer eagle fixed to the sleeve. The funny thing is that if this uniform were for sale it would be difficult to sell!

It's Luftwaffe.

You can find period photos which feature Luftwaffe personnel wearing Army eagles. I think it was a question of getting their hands on tropical uniforms -- they needed them and used Army in lieu of Luftwaffe issue.
