It certainly looks like Bulgarian St. Alexander Order breast star I'll try to make a better close up of this star, but I don't think that letters on perimeter will became visible... As for 100% verification - this info could be in "Peerage of Japan" published by the Japan Gazette in 1912. Unfortunately I don't have this one...
