So to wear or not to wear two (or more) different classes of Golden Kite order simultaneously was a question of personal choice of cavalier. At least Peterson translation of Imperial Edict No. 726 allows this interpretation. Anyway, check out this excellent photo. 4th class + 3rd class together!
