JapanX
"Those who have received the Order of the Golden Kite, and again received a higher grade, may wear both" Imperial Edict No. 726 of June 28, 1941 “May”?! So to wear or not to wear two (or more) different classes of Golden Kite order simultaneously was a question of personal choice of cavalier. At least Peterson translation of Imperial Edict No. 726 allows this interpretation. Anyway, check out this excellent photo. 4th class + 3rd class together! JapanX
Looks like Imperial Edict No. 726 was in use Now it will be really nice to find cavalier with two kites of the same class on his chest “Those who have received the Order of the Golden Kite, and again received the same grade, shall wear both” Imperial Edict No. 657 of September 26, 1942

JapanX
Could be (and most likely it is) 2nd class set that was awarded before June 28, 1941. Anyway, definitely "two kites at one man chest" situation
