Height of this badge is somewhere around 15 мм.

Most likely simply a miniature version of the badge.

As per today no official regulation is known for these eccentric tiny badges.

Here are the images that you requested. There is no writing on the case. Yes, it is 15mm long. I wonder if this was to be worn when out of uniform in civilian clothing?

It could be worn even with uniform. I don`t see any obstacles for this scenario.
