On August 3, 1866, the Naval Merit Order was instituted for a special reward for the services rendered by the generals, chiefs, officers, marine guards, and other classes of the different corps of the Navy.
It consists of four classes: the first for the marine guards, second lieutenants, lieutenants of the ship, lieutenants, lieutenants of ship and captains; the second to commanders, lieutenant colonels, frigate captains, colonels, and ship captains; the third to the brigadiers, squad leaders, lieutenant generals, and captains general; and the fourth, with the name of Grand Cross, in special circumstances for those who are entitled to the third.

From classes below the third pilot will opt for the silver cross.
