Gordon, I would hazard that this is an American cap badge? There is an Essex county in New Jersey and they do use the rank of Constable. Just a thought, I could be very wrong!

Can I suggest Essex County in SW Ontario? On the border with the USA, which would explain the American look of the badge.

Alternatively, Essex County VT. Although Constables are elected at township rather than county level.

No, the badge is from Canada, the maple leaf says it all. There is an Essex County in Ontario, as I'm sure Gordon knows and it is from there. The basic rank in Canadian police forces is "Constable". The fittings suggest that its a cap badge. It has a 1930's look to it, the finish being in white metal (German silver). Chrome plating began to be used in the mid. 1930's.
