There is an Essex County in Ontario, as I'm sure Gordon knows and it is from there. The basic rank in Canadian police forces is "Constable". The fittings suggest that its a cap badge. It has a 1930's look to it, the finish being in white metal (German silver). Chrome plating began to be used in the mid. 1930's. Dave.
