I think it was an non-combatant officer who began his service in the end of XIX century-beggining of XX century. He received Service cross Ferdinand emission for X years, Independence cross and Civill merit order 5 class with crown (early Ferdinand emission). He can be medic, maybe finance worker in army and so on..... :cheers:
