Hi gents, I need your help to determine the manufacturer. The medallion portrait paintings and eagles design make me believe it’s produced by Rothe & Neffe. There is no maker's mark on the order but avers is stamped with French import 'swan' hallmark. Was it ordered in Austria for French cavalier?

Hello, Is it possible to tell what class it is? What is Red Distinction means? Size: 63mm x 64mm, 915 silver hallmarked. Looks like vertical pin-back was removed, to wear it on the ribbon or sash. Any additional information would be helpful. Alex.
