    How can a government forbid to wear badges it has given itself in the first place ????

    For you it can seem to the strange! But we have grown in the countries of a communistic mode and consequently we consider it as an everyday occurrence. Too most when it was necessary to hand over awards of one type to the State to receive instead of this award of new type.
