By rarity (only 572 silver medals of this type were issued) it even suppresses US medal of honor. But of course it isn't even near in terms of prestige. Not to mention that it was awarded not for extraodinary military merits, but for the large donations to the Coastal Defense Fund. 5000 yen and you are issued with a silver medal. 10000 yen and you've got yourself a gold one.
