The swords on ring means this man was awards a Crown Order with swords of a lower grade prior to the current award with swords on ring.

Glasenapp had previously been awarded the Crown Order 3rd Class with Swords. Regards Glenn

The more I read the more I realize the vast amount of general officers in WW1. If you come across a photo of a general wearing the CO2 with swords on ring in M15 bluse let me know.
