I think these guys got their second medals by bureaucratic mistake...

Why they wore them?

Well, I guess "not enough gongs on my chest" situation

One guy even wore two identical badges

That first ribbon looks much older than the other. Look at the tattered edges. They are the same medal. This does not seem like it is all that uncommon, as we are looking at two photographs from one source?

You are talking about medals from posts # 3 and #4 (and you are completely right) and I was talking about medals from posts #1 and #2 :)
