laurentius
Hmm, seems to me a diplomat from wurttemberg. Sure, before the great war started there was a habit in europe to decorate foreign officers, but the orders (they are all orders, except for the second from the right) are too widespread to belong to an officer. I'd say a ambassador to several countries during his time of work. Kind regards Laurentius

Dave Danner
Given the lack of wartime decorations, the 1914 edition would probably be fine, assuming he was not out of service before then. The 1911 Silberne Hochzeitsmedaille means you wouldn't need to look to editions earlier than 1912. https://catalog.hathitrust.org/Record/000676903
JohanH
A quick look in the Swedish state calendar of 1914 show the following persons from Württemberg with the order of Vasa. Perhaps it might help narrow it down. I can't access the Hathitrust records so I cannot check for myself. Max Ernst Julius von Schillings - Gen.musikdirektör - KVO2kl 1913 Joseph von Kopf - Bildhuggare - KVO2kl 1897 Carl Friedrich von Schumacher - Geh.hovråd - KVO2kl 1897 Ernst Wilhelm von Sieglin - Hovråd - KVO2kl 1913 Conrad Beijer - Stiftsråd - RVO 1882
Great Dane
It can't be Schillings. In the 1914 volume he is listed with these decorations, and they don't seem to fit. Joseph Kopf is listed, but without any list of decorations. The remaining three are not found (at least not recognized by the OCR).
Great Dane
Doesn't look like Schumacher either. this is from the 1907 volume (also not a good match):
