922F
Based on ribbon appearance and general cross format, his last award most likely the Order of the Oak Crown of the Grand Duchy of Luxembourg.

Kvart
Do you wanna ID the guy or his decorations? The Order of St. Olav looks quite large, compared to other medals. It might be the commander grade, and should be worn around the neck. Also looks like a post 1906, but pre 1937, version.
VC89
Hey Guy, Shouldn't it be the Civil Decoration for Bravery, Devotion and Philantrophy instead of the Civil Decoration for Long Service in the Administration? I only count two black stripes instead of three. Kind Regards, Vincent
Guy
Vincent, it is quite possible. I have little knowledge of Civilian decoration.
