Do you know what the "Soviet Army Employee" was DOING in "c. of Hanoi?" in April 1973, oh my?Per General Oleg Sarin's and Colonel Lev Dvoretsky's "Alien Wars: The Soviet Union's Aggressions Against the World, 1919 to 1989," the commander of the Soviet Military Mission in North Vietnam from 1972-74 was Major General Aleksandr Hyupenen-- and he it was who signed that Gramota.
